     Sir, — Your correspondent, ‟Old Brum,” has, I think, gone out of his way to make a case in favour of Birmingham versus The Small Boroughs. The populations of the latter he has taken from the census returns of 1861, while that of Birmingham he puts at what it is supposed to be at the present time. There is no necessity for making the case better or worse than it really is, and any exaggeration only damages the cause. By omitting Abingdon, Brecon, Droitwich, Horsham, Petersfield, Wareham, and Westbury from your correspondent’s list, we have forty-seven cities and boroughs with an aggregate population of 297,733, returning eighty-seven members to Parliament; while Birmingham, with a population of 296,076, returns only two—a disparity abundantly sufficient to call for a redistribution of seats.
