THE INSANE PAUPERS OF THE COUNTY OF SOUTHAMPTON.— Upon the motion of Mr. Sclater-Booth a return has just been issued by the House of Commons of the number of insane paupers chargeable to the poor-rates on the 1st of January, 1868. lt appears from the returns that the statistics of pauper insanity contained in this paper have been compiled from the lists which are made out annually by tbe clerks to the guardians, and transmitted to the Poor Law Board. The number of paupers in receipt of relief in the eleven divisions of England and Wales on the 1st of January, 1868, was 1,040,103, whereof 43,158 were insane — namely, 19,033 males, and 24,125 females. Thus 43 per cent. of the pauperism on that day was ascribable to insanity. The 43,158 insane paupers were maintained in tbe following establishments, or were lodged with strangers, or resided with their relatives — namely, 24,297 in county or borough lunatic asylums, 1,348 in registered hospitals or in licensed houses, 10,684 in union or parish workhouses, 1,045 in lodgings or boarded out, and 5,784 resided with relatives. The following is given as the statement of the number of insane paupers in the county of Southampton who were chargeable to the poor-rates on the 1st of January last:— Havant, 21 — 11 males and 10 females; Portsea Island 245— 92 males and 153 females; Alverstoke, 24— 9 males and 15 females; Fareham, 40 — 22 males and 18 females; Isle of Wight, 127 — 56 males and 71 females; Lymington, 34 — 12 males and 22 females; Christchurch, 33 — 19 males and 14 females; Ringwood, 13—3 males and 10 females; Fordingbridge, 15 — 7 males and 8 females; New Forest, 43 — 14 males and 29 females; Southampton, 97 — 38 males and 59 females; South Stoneham, 56 — 21 males and 35 females; Romsey, 17 — 8 males and 9 females; Stockbridge, 19 — 11 males and 8 females; New Winchester, 64 — 35 males and 29 females; Hursley, 6 — 5 males and 1 female; Droxford, 40 — 18 males and 22 females; Catherington, 3— 2 males and 1 female; Petersfield, 14 — 5 males and 9 females; Alresford, 10 — 6 males and 4 females; Alton, 32 — 13 males and 19 females; Hartley Witney, 35 — 13 males and 22 females; Basingstoke, 57 — 22 males and 35 females; Whitchurch, 11 — 6 males and 5 females; Andover, 55 — 20 males and 35 females; Kingsclere, 24 — 11 males and 13 females. It thus appears that there are in the county of Southampton 1,135 insane paupers — 479 males and 656 females — of whom 585 are maintained in county or borough asylums; 79 in registered hospitals or licensed houses; 309 in workhouses; 16 in lodgings or boarded out; and 146 are residing with relatives.
